Eligible Applicants
To be eligible for the program, applicants must meet the criteria listed at right.
Located in Hillsborough County
Applicants’ home must be located in Hillsborough County.
Home Ownership
Applicants must be single-family homeowners, not renters or landlords.
Eligible Home Types
Eligible home types include single-family residences, such as: wood-built, detached structures, concrete block, duplex, triplex, quadplex, and mobile or manufactured homes. Ineligible structures include: dwellings not intended as permanent housing, such as campers, sheds, outbuildings, houseboats, etc., and dwellings in structures which contain five or more units.
Floodway Restriction
The damaged property must not be in a regulatory floodway, which is the part of a river’s flood zone that must stay clear so floodwater can flow safely and where building is tightly restricted because of the high flood risk.
Income Eligibility
Applicants must have household income up to 120% of the Area Median Income (AMI) with priority to households with income up to 80% of AMI (see table below).
Primary Residence
Applicants must have lived and continue to live in their primary residence that was damaged by Hurricanes Helene and/or Milton in 2024. Secondary homes are not eligible.
Hillsborough County AMI based on Household Size
In order to qualify for the Homeowner Repair and Reconstruction Program, applicants must have household income up to 120% of the Area Median Income (AMI). Priority will be given to households with income up to 80% of AMI. The table below provides AMI data for Hillsborough County based on household size.

Eligible Activities
Eligible homeowners may qualify for one of the following types of assistance:
Storm Damage Repair
Home repairs for storm-related damage, up to $150,000 or 50% of pre-storm value of the property. Damage to land, landscaping, fencing, or other site features are not eligible.
Reconstruction & Replacement
Reconstruction or replacement assistance, up to $350,000, for homes with storm-related damage to the residential structure only. Damage must be more than $150,000 or 50% of pre-storm value of the property to qualify for reconstruction or replacement. Damage to land, landscaping, fencing, or other site features are not eligible.
Repair Reimbursement
Reimbursement of verified, eligible repairs, up to $50,000.* All repairs must be complete, code compliant, and the home must meet decent, safe, and sanitary standards.
*Please note that a minimum of $10,000 will be required for repair reimbursements.
Process and Timeline
CDBG-DR funds under the Homeowner Repair and Reconstruction Program will be awarded based on an application process which will open on May 1, 2026. All application information will be available on this site. Case managers will be available to assist residents with application submissions, application statuses, and all other program questions.
On April 20, 2026, the County's customer service call center in support of CDBG-DR housing programs will be available to answer questions and provide support to prospective applicants.
