About the CDBG-DR Program
After Hurricanes Helene and Milton caused widespread damage across Hillsborough County, the U.S. Department of Housing and Urban Development (HUD) awarded the County $709.3 million in Community Development Block Grant–Disaster Recovery (CDBG-DR) funding to support long-term recovery and resilience. This funding helps residents, businesses, and communities rebuild in ways that make them safer, stronger, and better prepared for future storms. Because the entire county was designated as a HUD Most Impacted and Distressed (MID) area, 100% of CDBG-DR funds will be invested locally across Hillsborough County. Rebuilding for Tomorrow programs are designed to meet HUD national objectives, reduce disaster risks, support vulnerable populations, and ensure that at least 70% of all funding benefits low- and moderate-income residents, as required by federal law.
Rebuilding for Tomorrow Programs
Hillsborough County’s CDBG-DR programs will invest in rebuilding homes and neighborhoods damaged by Hurricanes Helene and Milton, upgrading public systems to reduce future flooding, expanding critical services for residents who face barriers to recovery, and strengthening long-term resilience in communities across the county.
Housing
With housing representing just under half of Hillsborough County’s total CDBG-DR allocation, the County’s housing programs will support repairing, replacing, and rebuilding storm-damaged homes and affordable housing. These investments include repairs, replacements, new construction, and the infrastructure needed to make homes safe and resilient.
Infrastructure
The County’s CDBG-DR infrastructure investments will repair damaged public systems (roads, drainage, utilities) with the goal of making communities more resilient to future flooding and the impacts of severe weather.
Economic Revitalization
Economic revitalization programs will support workforce development and technical assistance to help the local economy recover from storm impacts. These programs will be defined by early summer, 2026.
Public Services
CDBG-DR-funded public services efforts will focus on expanding services to help residents recover from the storms and will provide the tools and programs to help them to achieve stability. Public service programs will be defined by late summer, 2026.
