Program Overview
Hillsborough County’s CDBG-DR housing programs are aimed at helping residents recover from the damage caused by Hurricanes Helene and Milton. Housing was identified as the largest area of unmet need, so a major portion of CDBG-DR funding is dedicated to helping homeowners, renters, and special populations return to safe, stable housing.
The County’s housing investments support repairs, replacements, new construction, and the infrastructure needed to make homes safe and resilient.
Single-Family Housing
Single-family housing recovery efforts will be implemented through the County’s Homeowner Repair and Reconstruction Program (HRRP). HRRP will help homeowners repair or replace homes damaged by Hurricanes Helene and Milton, or provide reimbursement for eligible completed repairs. The program focuses on making homes safe, structurally sound, and up to current code. Repair funding supports fixes to roofs, electrical systems, foundations, and other critical components, while the replacement option assists families whose homes were too damaged to be repaired. These investments aim to help residents return home safely and reduce longterm hazard risks.

The Multi-Family Housing Program supports the recovery of rental housing by repairing or replacing storm-damaged apartment buildings. This program helps restore and expand affordable rental options for families, seniors, and individuals who rely on multifamily housing. Repairs address storm-related structural, mechanical, and safety issues, while replacement funding supports the development of new, resilient units when damage is beyond repair. The program helps stabilize the rental market and preserves essential housing options within the County.

The Special Population Housing Program provides targeted support for residents with unique needs—such as seniors, people with disabilities, medically fragile individuals, and other vulnerable populations—whose homes were impacted by the storms. Funding helps repair, replace, or develop housing designed to meet accessibility and care needs, ensuring safe and stable living environments. This program strengthens longterm housing security for residents who may face the greatest challenges in recovery.

Applications for the Homeowner Repair and Reconstruction Program (HRRP) are expected to open on May 1, 2026.
Applications for the Multi-Family Housing Program and Special Population Housing Program are expected to open in June 2026.
