Citizen Participation Plan

Hillsborough County's Citizen Participation Plan establishes procedures and standards for resident participation that Hillsborough County must follow to be in compliance with the U.S. Department of Housing and Urban Development's rule 24 CFR 91.105. All Hillsborough County residents, particularly those who are resource-limited, income-qualified, or living in affected areas, are encouraged to participate in the planning, implementation, and assessment of the County’s CDBG-DR programs.

The Citizen Participation Plan was updated on May 5, 2025 and includes requirements associated with implementation of the CDBG-DR Program.

Submit a Public Comment

For major documents, such as the CDBG-DR Action Plan or substantial amendments, the County provides a minimum 30-day public comment period. Notices will be posted on this website. Public hearings will be advertised at least 14 days in advance.

During periods of public comment under this program, the County will collect comments in writing through an online form available on this page, as well as at public hearings. All comments, whether received in person or electronically, are reviewed and considered.
