Overview
Hillsborough County created the CDBG-DR Action Plan to guide long-term recovery following Hurricanes Helene and Milton. The plan describes how the County will use its federal CDBG-DR funds to help residents, neighborhoods, and local businesses rebuild stronger and safer.
The Action Plan includes:
- A review of storm damage and its impacts
- A full Unmet Needs Assessment (housing, infrastructure, economy, and public services)
- Funding priorities and program descriptions
- A Citizen Participation Plan that explains how the public helps shape recovery decisions
The Action Plan was approved by the Hillsborough County Board of County Commissioners on July 16, 2025, and approved by HUD on August 29, 2025.
On April 1, 2026, the Hillsborough County Board of County Commissioners approved a substantial Action Plan amendment that will help the County provide improved housing programs designed to assist more residents.

Action Plan Requirements
The Hillsborough County CDBG-DR Action Plan explains how the County will use its federal disaster recovery funds to address local housing, infrastructure, economic, and community needs after a federally declared disaster. HUD requires the County to follow specific steps before funds can be spent:
- The County must conduct an assessment of disaster impacts, unmet needs, and mitigation needs
- Programs must address the County’s unmet or mitigation needs
- 70% of allocated funding must benefit low- and moderate-income residents
- The County must consult stakeholders and the public in the development and amendment of the Action Plan
Expenditure Requirements
Per HUD requirements, 70% of program funding must be spent to address unmet needs that benefit individuals and households with low to moderate incomes. Here’s how it breaks down for Hillsborough County’s funding:
