Process and Timeline

The County plans to issue two Request for Proposals (RFP) for this program, as follows:

• CDBG-DR Notice of Funding Availability (NOFA) for Small Multifamily Rehabilitation Projects: This RFP seeks proposals from eligible respondents for the rehabilitation of eligible small multifamily rental housing developments utilizing funding provided through the Community Development Block Grant Disaster Recovery (CDBG-DR) Program to support recovery and resilience efforts following Hurricanes Helene and Milton.
• CDBG-DR Notice of Funding Availability (NOFA) for Large Multifamily Development and Rehabilitation Projects: The County is currently finalizing the solicitation and anticipates releasing the RFP in the near future. Additional information, including eligibility requirements, submission instructions, evaluation criteria, and key dates, will be published upon release. Interested parties are encouraged to continue monitoring this webpage for updates and forthcoming solicitation materials.

While the solicitations retain the term "NOFA," the County has determined that a competitive RFP procurement process is the most appropriate approach for evaluating and selecting projects. This approach will enable the County to assess proposals based on qualifications, relevant experience, project feasibility, financial capacity, project readiness, and the proposer's demonstrated ability to successfully deliver eligible multifamily rehabilitation activities in accordance with program requirements.
