Special Population Housing

Hillsborough County has allocated $20 million in CDBG-DR funding for Special Population Housing. These funds support the rehabilitation and improvement of housing and facilities that provide permanent housing and services to special populations, including but not limited to care facilities, supportive housing, and housing that serves individuals experiencing homelessness.

Funds will be awarded to eligible applicants through a competitive Notice of Funding Availability (NOFA), expected to be released in June 2026. Check back for stakeholder engagement dates and NOFA release information.

Eligible Activities

Projects funded under the Special Population Housing Program must include a qualified nonprofit organization with demonstrated experience serving vulnerable populations.

The nonprofit partner will be responsible for providing or coordinating supportive services for residents and must demonstrate the organizational capacity and experience necessary to deliver such services. Documentation of the joint venture and executed service partnership agreement will be required.

Acquisition and Construction

Acquisition and new construction of multi-family housing serving special populations.

Rehabilitation

Rehabilitation of existing multi-family housing providing services to special populations that was damaged by Hurricanes Helene and/or Milton.

Process and Timeline

The County will release a Notice of Funding Availability (NOFA) inviting eligible applicants to apply for funds under the Special Population Housing Program. Applications are expected to open in June 2026.
