Summary

The Traffic Signal Infrastructure Projects will install solar-powered emergency traffic control systems at signalized intersections throughout Hillsborough County to maintain safe traffic control operations during power outages. The project includes the installation of Power Outage Emergency Beacon (POEB) control cabinets, batteries, solar panels, emergency beacon signal heads, and associated electrical and communication equipment that automatically activate when normal traffic signal power is lost. The project addresses traffic control deficiencies identified during the 2024 storm season, when flooding and power disruptions impacted transportation infrastructure.

The Traffic Signal Infrastructure Projects will improve public safety, emergency response, and transportation resilience by providing continuous traffic control at signalized intersections during power outages caused by hurricanes and other severe weather events. The solar-powered beacons activate immediately upon a complete loss of power, reducing traffic confusion, congestion, and crash risks while maintaining mobility for residents, businesses, and emergency responders until normal operations can be restored. By keeping critical intersections operational during emergencies, the projects will help maintain access to essential services, support emergency response efforts, and reduce disruptions to daily travel during and after major storm events.
