Program Overview

The Rebuilding for Tomorrow Infrastructure Program aims to rebuild and strengthen Hillsborough County public systems damaged by Hurricanes Helene and Milton. Hillsborough County, together with city subrecipients (Plant City, Tampa, and Temple Terrace), will directly manage a portfolio of public improvement investments to fix known challenges, reduce flooding, and prepare the County for future storms. Projects will repair damaged public systems or mitigate future storm impacts.

Repair and restoration of stormwater channels to improve drainage capacity, reduce flood risk, and protect nearby homes, businesses, and infrastructure.

Culvert Repair/Restoration

Culvert Repair/Restoration

Repair, replace, and/or construct critical culvert infrastructure throughout the County to improve stormwater conveyance and reduce flood risk during future storm events.

Environmental Lands Acquisition

Environmental Lands Acquisition

Acquisition of strategically located properties to preserve natural floodplain functions, enhance environmental resilience, and reduce future flood impacts.

Environmental Restoration

Environmental Restoration

Restoration of wetlands, streams, and coastal habitats to improve floodwater storage, water quality, and ecosystem health.

Lift Stations

Lift Stations

Upgrading of wastewater lift stations to improve system reliability, reduce service disruptions, and help prevent sewage overflows during severe weather events.

Pump Stations

Pump Stations

Upgrading of critical stormwater pump stations to improve flood protection and maintain critical utility services during storms.

Ruskin Septic-to-Sewer

Ruskin Septic-to-Sewer

Conversion of aging low-pressure sewer infrastructure to the newly constructed centralized vacuum sewer system, improving wastewater service reliability, protecting public health and water quality, and strengthening community resilience to future storm events.

Stormwater Drainage Improvements

Stormwater Drainage Improvements

Enhancement of stormwater infrastructure to reduce flooding, improve stormwater management, and provide water quality benefits.

Traffic Signal Infrastructure

Traffic Signal Infrastructure

Strengthen and modernize traffic signal systems to improve public safety, maintain mobility, and support faster recovery following storm events.

Process and Timeline

Project selection 

The County and Cities CDBG-DR program teams will recommend projects to the Hillsborough County Board of County Commissioners for approval based on whether they comprise activities eligible for HUD CDBG-DR funding, align with HUD national objectives, and address key concerns for the County, including:  

  • Storm damage and need: what was impacted and what is most urgent 
  • Community benefit: how many people and neighborhoods will be helped 
  • Risk: where future harm is most likely 

All projects must align with federal statutes, regulations, and HUD requirements for disaster recovery and mitigation programs and be consistent with the County’s CDBG-DR Action Plan (Action Plan). Key project selection requirements include connections to the storms or a focus on mitigation and resiliency, as well as avoiding duplication of benefits. These requirements are outlined in HUD’s Allocation Announcement Notice, HUD’s Universal Notice, and subsequent HUD memorandums amending the Universal Notice.   

Project timeline 

The timeline for the County’s and Cities’ public improvement projects will be updated regularly on this site, with the first projects expected to begin construction in Fall 2026.
